This scene is completely modeled and rendered as usual in Blender 2.8 Eevee render engine.
Surface imperfection on glass is done with the help of a noise texture node connected to a color ramp node connected to the roughness node of the object.
Make sure you have node wrangler enabled in settings and then click on noise texture node in shading tab or node editor tab then click shift and T together to add texture coordinate and make sure you change from generated to object.
