Neon
This scene is flooded with Glass and Cube's wireframe modifier with emission texture on it.
The composition was the important part and Light Placement played an important role in getting the desired highlights.
I rendered this on the Eevee Render engine in Blender 2.8.
The value for Ambient occlusion and subsurface reflection, refraction was pretty high with trace precision at maximum in Render settings.
Shadows are high bit values and cube cascade size at 1024px.
and this camera look was achieved by setting the lens set at wide-angle value i.e. 17mm.
No HDRI and Volumetrics involved in this scene. Only area lights and objects with emission texture on it.
